The current President of Brazil, Dilma Rousseff, has signed on October 5th, the Decree 7.821/12, which enacts the Treaty signed between Brazil and the European Union, on November 8th, 2010, in Brussels, concerning the visa waiver for short-term stays for both Brazilian and European citizens.

With the entry into force of the Agreement mentioned above, both European and Brazilian nationals will be able to enter, move and stay on the territory of the other party of the Treaty only if the stay has for purpose activities of tourism, family visits, participation in meetings, conferences and seminars, in addition to participation in sports and art competitions.

However, the agreement does not provide an exemption for citizens wishing to exercise remunerated activities, participate in research, training, education and social employment, as well as the implementation of technical assistance activities, although they are carried on for a short period of time.

The agreement provides for a maximum period of three months during a period of six months from the date of the first entrance on the territory of the country for the stay of citizens in the contracting countries. It is important to underline, however, that any extension of this period is possible after a phase of negotiation between the two countries.

The Agreement is applicable in Brazil and 25 (twenty-five) of the European Union countries, except the United Kingdom and Ireland.

It should be emphasized that the citizens of the European Union and the Brazilian nationals must submit to the laws of the country of their stay.[:]
